Mukhyamantri Swarozgar Yojana 2.0 Uttarakhand: Subsidy, Eligibility and How to Apply
Uttarakhand's flagship self-employment scheme, now in its 2.0 version: how much you can borrow, how much subsidy you get, and the steps to apply.
The Mukhyamantri Swarozgar Yojana Uttarakhand (MSY) helps residents of the state start their own business with a bank loan plus a margin money subsidy from the state government. The scheme was first launched in 2020 to support people returning to the state, and its revised version, MSY 2.0, runs from 2025-26 to 2029-30.
This guide covers how much you can borrow, the subsidy rates, who is eligible and how the application moves from the District Industries Centre to the bank.
How the scheme works
You choose a business and prepare a project. The bank lends most of the project cost, you put in a small share yourself, and the state gives a margin money subsidy, a grant that is adjusted against your loan once conditions are met. The result is a smaller loan to repay than the project cost.
Maximum project cost
| Type of business | Maximum project cost |
|---|---|
| Manufacturing | Up to ₹25 lakh |
| Service | Up to ₹10 lakh |
| Trade and other business | Up to ₹10 lakh |
You can build a bigger project, but any cost above these limits is your own and does not count for subsidy.
Margin money subsidy under MSY 2.0
The subsidy depends on where the business is located (the state's category A to D areas) and on the project cost:
| Area | Up to ₹2 lakh | ₹2 lakh to ₹10 lakh | ₹10 lakh to ₹25 lakh |
|---|---|---|---|
| Category A and B | 30% | 25% | 20% |
| Category C and D | 25% | 20% | 15% |
An extra 5% booster is available in some cases, such as projects in rural areas and notified nagar panchayats, projects by women or persons with disabilities, and manufacturing of One District One Product, One District Two Products or GI-tagged items. Only one booster applies per beneficiary. Hill districts generally fall in the higher-subsidy categories; the District Industries Centre confirms the category for your location.
Your own contribution
- General category: 10% of the project cost
- Special categories: 5%, for SC, ST, OBC, minorities, ex-servicemen, women and persons with disabilities
Who is eligible
- Permanent or native resident of Uttarakhand, with a certificate from the competent authority
- At least 18 years old; no minimum education is required
- Not a defaulter with any bank, financial institution or government body
- Only one member of a family (husband, wife and unmarried children under 21) can benefit, and only once
- Not a beneficiary of another government self-employment scheme in the last five financial years (earlier beneficiaries who are not defaulters may apply for expansion)
How to apply, step by step
- Pick the activity and prepare a project report with costs, quotations, expected sales and a repayment plan.
- Apply online on the state MSY portal with your documents. The District Industries Centre (DIC) scrutinises applications, usually within a few working days.
- District committee selection. A district-level committee selects beneficiaries, and selected applications are sent online to banks.
- Bank appraisal and sanction. The bank assesses your project and creditworthiness and sanctions the loan.
- Training, setup and subsidy. Follow the conditions on training and setting up the unit; the margin money is adjusted once conditions are met.
Documents to keep ready
- Aadhaar, PAN, photographs and domicile or permanent residence certificate
- Caste, ex-servicemen or disability certificate, if claiming a special category
- Project report and quotations
- Proof of the business premises: ownership, rent agreement or consent letter
- Bank account details and, where relevant, Udyam registration
Tips that improve your chances
- Choose an activity you know. Committees look for experience or training in the line of business.
- Keep the project realistic. Inflated costs are cut by the bank, which delays sanction.
- Keep your credit record clean. Pay off any small overdue amounts before you apply; see our guide on improving your CIBIL score.
- Follow up with the DIC and the bank. Most delays happen between selection and bank sanction.
If your business does not fit MSY, a Mudra loan or a regular MSME loan may still work.
