CGTMSE Explained: How Small Businesses Get Loans Without Collateral

By Uttarakhand loans · 31 Oct 2026 · MSME & Mudra

How the CGTMSE guarantee lets banks lend to micro and small enterprises without property as security, and what you need to qualify.

A CGTMSE loan lets a micro or small enterprise borrow from a bank without offering property or a third-party guarantee. For many businesses in Uttarakhand, from SIDCUL suppliers in Haridwar and Pantnagar to food processors and service firms in Dehradun, it is the difference between getting credit and being turned away for lack of collateral.

What is CGTMSE?

The Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) is set up by the Government of India and SIDBI. It does not lend to you. It gives a guarantee to the bank: if an eligible loan turns bad, the trust covers a large share of the bank's loss. That guarantee is what allows the bank to lend without collateral.

How much can be covered?

  • Loan limit: credit facilities up to ₹10 crore per borrower are eligible from 1 April 2025 (the limit was lower earlier)
  • Guarantee cover: typically 75% to 85% of the amount in default, with higher cover for categories such as women entrepreneurs and units in certain regions
  • Type of credit: term loans and working capital (cash credit, overdraft) for new and existing units

Exact cover percentages and fees depend on the loan size and category and are revised from time to time. Your bank applies the current table.

Who is eligible

  • New and existing micro and small enterprises in manufacturing or services
  • Udyam registration is required
  • The borrower should not be a defaulter and should meet the bank's normal credit standards
  • Agriculture, self-help groups and certain other categories are excluded

Retail and wholesale trade are eligible with some banks and conditions. Ask your lender whether your activity is covered before you apply.

What CGTMSE does not do

  • It does not guarantee approval. The bank still decides based on your business and repayment capacity.
  • It does not lower the interest rate by itself, though some banks offer better pricing on guaranteed loans.
  • It does not remove the guarantee fee. An annual guarantee fee is charged on the covered amount; ask the bank whether it is passed on to you.

How to apply

  1. Get Udyam registration if you don't have it. It is free and online.
  2. Prepare your papers: project report or business plan, last 2 to 3 years of ITRs and financials (for existing units), GST returns, bank statements and quotations for machinery.
  3. Apply to a bank and ask for CGTMSE cover. Say clearly that you want the loan without collateral under CGTMSE.
  4. Bank appraisal: the bank assesses viability and, if satisfied, sanctions the loan and obtains the guarantee.
  5. Disbursal and fee: the guarantee fee is paid annually while the cover continues.

Tips for a stronger application

  • Keep your business banking in one account so turnover is visible.
  • File GST and income tax returns on time; gaps raise questions.
  • Show a clear use of funds: machine quotations, purchase orders or a working capital calculation.
  • Clear any overdue EMIs before applying; see how to improve your CIBIL score.
